Every packaging supplier says biodegradable, eco-friendly, sustainable, compostable, green. They don't mean the same thing. Here's how to verify the claim before you sign the PO.
Every packaging supplier in India says the same thing right now. Biodegradable. Eco-friendly. Sustainable. Compostable. Green. The words show up on the same PDF quotation, sometimes in the same sentence, as if they mean the same thing. They don't.
If you're the person who has to actually sign off on packaging for your brand, this isn't a small problem. You're the one who answers to your founder when a retailer flags the packaging on a sustainability audit. You're the one who explains to a customer on Instagram why the “compostable” mailer they cut open didn't compost in their kitchen bin. And you're the one who finds out, usually after the PO is placed, that the supplier's certificate was for a different product than the one that shipped.
This article is not about chemistry. It's about what to ask, what to check, and what to walk away from, before you commit budget to a claim you can't defend later.
The Problem: Claims Are Cheap, Proof Is Rare
“Biodegradable” and “compostable” are not interchangeable, and neither is legally protected the way a trademark is. Anyone can print either word on a bag. The Bureau of Indian Standards has a specific test standard for compostable plastics, IS/ISO 17088, and the Central Pollution Control Board runs a certification and registration system on top of it. But nothing stops a supplier from printing “eco-friendly” on a roll of ordinary LDPE film that has none of this behind it.
This gap between what's printed and what's proven is where greenwashing lives. It's rarely a single dramatic lie. It's usually smaller and more common than that:
- A film that's genuinely part-recycled, marketed as fully “green,” with the recycled percentage left vague on purpose.
- A “biodegradable” additive masterbatch added to regular plastic, which lets the plastic fragment faster but does not make it compostable or non-toxic.
- A supplier holding a valid CPCB certificate, but for a different product code, GSM, or plant than the one actually supplying you.
- Marketing copy borrowed from a European or American certification, like OK Compost or BPI, for a product that was never tested against that standard, only against a cheaper local one, or none at all.
- Claims like “100% compostable in 90 days” with no test report attached, no lab name, no batch reference.
“Biodegradable,” “compostable,” and “recyclable” are three different, non-interchangeable claims with different proof requirements.
None of these require the supplier to lie outright. They only require you to not ask.
Why This Actually Matters for Your Business
If you're sourcing for a D2C brand, an FMCG company, a restaurant chain, or a retail label, greenwashing in your packaging isn't just an ethics question. It's a business risk with three sharp edges.
Regulatory exposure. Since the Plastic Waste Management Rules were amended, compostable plastic carry bags and commodities need CPCB registration to be legally manufactured and sold, and Extended Producer Responsibility filing now applies to a wide range of brand owners, not just large manufacturers. A bag that says “biodegradable” without the right certification can attract a penalty on the brand owner, not only the manufacturer that printed it. If your supplier's certificate doesn't hold up, the liability doesn't stay with them. It follows the product to you.
Customer trust, and how fast it breaks. Sustainability-conscious customers, the same ones your green packaging is supposed to attract, are also the ones most likely to test the claim. A mailer that says “home compostable” and is still intact in a customer's compost bin six months later becomes a screenshot, then a comment, then a returned trust that's hard to win back.
Audit and retail delisting risk. Large retail chains, quick commerce platforms, and export buyers are increasingly asking for documentation, not just declarations, before onboarding a product. A brand that can't produce the underlying test report or CPCB registration number when asked risks delisting, not just embarrassment. This is now a procurement checkpoint, not a marketing nice-to-have.
The Practical Difference Between Biodegradable, Compostable, and Recyclable
Before you can spot a false claim, you need the real definitions clear in your head. This is the part most procurement teams skip, and it's the part that actually protects you.
Biodegradable means a material can be broken down by microorganisms, eventually, under some set of conditions. That's it. The word alone says nothing about how long it takes, what it breaks down into, or whether the byproducts are safe. A plastic bag buried in a landfill for 400 years is, technically, “biodegrading.” That's not useful to you as a claim.
Compostable is a stricter, testable claim. Under IS/ISO 17088, a material has to break down to a defined level within a set timeframe, under composting conditions, without leaving toxic residue, and the resulting compost has to support plant growth in follow-up testing. This is the standard the CPCB certification system is built on. When a supplier says “compostable,” this is the standard they should be able to point to, by name, with a certificate number.
Recyclable is a completely different category. It means a material can be mechanically or chemically reprocessed into new material, assuming the right collection and recycling infrastructure exists locally. A recyclable plastic pouch is not automatically better for the environment than a compostable one, and it definitely isn't the same claim. If your city doesn't have a functioning collection stream for that material, “recyclable” is close to a claim with no real-world backing either.
The practical takeaway: these three words describe three different disposal pathways, with three different levels of proof required behind them. A supplier who uses them loosely, or interchangeably, in a single conversation is telling you something about how carefully they've thought this through.
The Oxo-Biodegradable Trap
There's one category that deserves its own callout because it's specifically designed to look like a middle ground, and because it's actually restricted in India: oxo-biodegradable plastic.
This is regular plastic with a small amount of additive mixed in, usually a metal salt, that causes the plastic to fragment into smaller pieces faster when exposed to heat, light, or oxygen. Suppliers sometimes market this as “biodegradable plastic” or “eco plastic” because the additive technically speeds up breakdown. What it doesn't do is turn the plastic into anything that composts, or biodegrades in the way IS/ISO 17088 requires. It just breaks the same plastic into smaller plastic pieces, faster, which several studies have linked to microplastic contamination rather than genuine biodegradation.
The Plastic Waste Management Rules specifically restrict oxo-biodegradable plastic in India. If a supplier's “biodegradable” pitch traces back to an additive masterbatch added to standard PP or PE, rather than a compostable base resin tested under IS/ISO 17088, that's not a smaller version of the real thing. It's a different product, marketed to sound like the real thing.
The one-line test: ask what the base material is, before the additive. If the answer is regular plastic (PE, PP, or similar) with something added to make it fragment, you're looking at oxo-biodegradable, not compostable. Ask directly if you're not sure. Suppliers with a genuine compostable product are used to explaining this distinction; suppliers relying on the confusion tend to talk around the question.
What Real Proof Looks Like
Genuine certification isn't a logo on a brochure. It's a paper trail you can independently check.
A supplier making a compostable claim in India should be able to produce:
- Test report — from CIPET, a lab recognised under BIS's Laboratory Recognition Scheme, or an NABL-accredited lab, tested against IS/ISO 17088.
- CPCB certificate number — issued to the manufacturer specifically, tied to a specific product and process, not a generic “our factory is certified” statement.
- Batch-level traceability — so the film or bag you actually receive can be linked back to the certified production line, not just the company name.
If the supplier is citing an international standard instead, like EN 13432 in Europe or ASTM D6400 in the US, ask which lab issued that certification and whether it applies to the exact grade and thickness you're buying, not a different product in their catalogue.
A useful gut check: if a claim can be verified only by trusting the supplier's word, it isn't verified. If it can be checked against a certificate number, a lab name, or a government portal, it is.
Examples: What This Looks Like in Practice
These are composite scenarios built from patterns that show up repeatedly across Indian D2C, food service, and retail sourcing, not any single supplier or brand.
The skincare mailer. A Delhi-based D2C skincare brand switches to a “compostable” mailer bag ahead of a festive campaign, using it heavily in influencer content about their sustainability commitment. Three months later, a customer posts a video of the same mailer sitting mostly intact in their balcony compost bin after eight weeks. The brand goes back to the supplier and discovers the certificate on file was for a 60-micron grade; the bags actually supplied were a thinner, uncertified 40-micron run swapped in during a raw material shortage. The brand, not the supplier, faces the customer backlash.
The restaurant takeaway box. A restaurant chain sources “eco-friendly” bagasse containers for takeaway, based on a one-line claim on the supplier's invoice. During a quick commerce platform's sustainability audit ahead of onboarding, the chain is asked for the test report. None exists, because the containers were never independently tested, only described as “eco-friendly” because bagasse is a plant byproduct. The onboarding gets delayed by weeks while the chain scrambles to find a genuinely certified alternative.
The garment bag additive. An apparel brand asks its polybag supplier for a “biodegradable” option to reduce plastic guilt on customer feedback forms. The supplier obliges by adding a degradable additive masterbatch to their existing LDPE polybag, without changing the base resin. The bags now fragment faster in landfill conditions, but they were never compostable, and the claim quietly shifts the brand's plastic footprint from “long-lived plastic” to “faster-fragmenting microplastic,” which is arguably worse, not better.
In each case, the failure wasn't a single lie. It was a claim nobody verified before it went on packaging, in marketing copy, or in an audit response.
Indian vs International Certifications: Knowing Which One Actually Applies
Packaging sold in India increasingly carries certification marks that were never designed for the Indian market, sometimes correctly, sometimes not. It helps to know the landscape before a supplier's certificate stack impresses you into skipping the check.
IS/ISO 17088 and CPCB certification are what matters for a product manufactured and sold in India. This is the only certification that also satisfies the legal registration requirement under the Plastic Waste Management Rules. A product without this, regardless of what else it's certified against, is not legally compliant for sale as a compostable product in the Indian market.
EN 13432 is the European standard for compostable packaging, commonly seen on products from European suppliers or on export-oriented Indian manufacturers who test to both standards. It's a legitimate, rigorous standard, but on its own it does not satisfy the Indian CPCB registration requirement for domestic sale.
ASTM D6400 and BPI certification are the US equivalents, common on products aimed at American buyers. Again, legitimate abroad, not a substitute for CPCB registration here.
TÜV Austria's OK Compost and OK Compost Home marks are widely recognised internationally and distinguish between industrial and home compostability more clearly than most Indian marketing copy does. If a supplier holds this alongside IS/ISO 17088 and CPCB certification, that's a genuinely strong position. If they hold only the international mark and lean on it to answer questions about Indian legal compliance, that's a gap worth closing before you sign a PO.
The pattern to watch for: a supplier showing you an impressive-looking certificate from a standard that has nothing to do with legal compliance in the market you're actually selling in. It's not dishonest by itself, foreign certifications are real, but it's often used to end a conversation that should have continued with “and what about IS 17088 and CPCB, for the product you're shipping to India?”

A Buyer's Checklist Before You Approve Any Green Packaging Claim
Use this as a working document with any new supplier, not a one-time formality.
- Ask for the IS/ISO 17088 test report by name, not just “a certificate.”
- Confirm the CPCB certificate number and cross-check it belongs to the manufacturer you're actually buying from.
- Match the certified product code, GSM, and thickness to the exact product you're being quoted, not a similar one in their range.
- Ask whether the claim is industrial compostable or home compostable. They are not the same, and most Indian facilities are set up for industrial composting only.
- Get a sample batch and, where possible, run or commission your own basic verification before a full production run.
- Check if the claim references an international standard (EN 13432, ASTM D6400, TÜV Austria's OK Compost marks) and confirm that certification actually applies to this product.
- Read the fine print on “recyclable” claims: recyclable in theory, or recyclable within infrastructure that exists where your customers actually live.
- Ask what happens to trims, defects, and factory waste. A supplier serious about sustainability usually has an answer here without being asked twice.
- Watch the language pattern. Suppliers who lean hard on words like “green,” “nature-friendly,” or “planet-safe” without a single standard name attached are usually selling a feeling, not a spec.
