If you’ve spent any time sourcing packaging in India, you’ve seen the letters. IS 17088. Printed on a supplier’s certificate, mentioned in a quotation email, sometimes just dropped into a sales pitch as proof that a product is “properly certified.” Most buyers nod along without actually knowing what the standard tests, who issues the certificate, or how to tell a real one from a borrowed one.

That gap is expensive. IS 17088 is the single standard that determines whether a compostable plastic product is legally allowed to be sold as compostable in India. If you’re specifying packaging, filing EPR returns, or answering a retail audit, this is the one certification you need to actually understand, not just recognise the name of.

This is a plain explanation of what IS 17088 tests, how the certification process actually works, and what you should be checking for when a supplier hands you a certificate.

The standard gets treated like a stamp of approval rather than what it actually is: a detailed technical specification with defined pass/fail thresholds, tied to a specific product formulation, thickness, and manufacturing process. A certificate is not a blanket statement about a company. It’s a result tied to a very specific thing they made and tested.

This confusion is exactly where problems start. A supplier’s certification department gets IS 17088 clearance for a 50-micron compostable film. Eighteen months later, sales is quoting a 35-micron version of “the same” film to cut costs, without re-testing. On paper, nothing has changed, “we’re IS 17088 certified” is still true. In practice, the product you’re buying was never tested at all.

In India, IS 17088 (based on ISO 17088) isn’t a voluntary quality mark you can choose to care about or not. It’s the technical basis the Central Pollution Control Board uses to certify and register compostable plastic manufacturers under the Plastic Waste Management Rules. Without CPCB registration, tied to IS 17088 testing, a business cannot legally manufacture or sell compostable plastic carry bags and commodities in India.

For a brand owner sourcing packaging, this creates three practical consequences.

Legal compliance sits with you, not just your supplier. If your packaging is marketed as compostable and the underlying certification doesn’t hold up, whether it lapsed, never covered your specific product, or was misrepresented, your brand carries that exposure in an audit or regulatory check, not just the manufacturer.

EPR filing depends on getting this right. Compostable plastic that’s genuinely IS 17088 certified sits in a different Extended Producer Responsibility category than standard plastic. Filing under the wrong category, because the certification was assumed rather than verified, creates compliance risk that surfaces later, usually at the least convenient time.

Retail and export buyers are starting to ask for the paperwork directly. It’s no longer enough to say “compostable” on a listing. Larger retail chains and export buyers increasingly want the certificate number and the test report before onboarding, and a brand that can’t produce it quickly looks unprepared, even when the underlying product is fine.

What IS 17088 Actually Tests For

The standard evaluates four separate things, and a product has to pass all four to be certified compostable. Understanding these gives you real questions to ask instead of just accepting the word “certified.”

  • Disintegration — the material has to physically break down into pieces small enough that they’re not visually distinguishable in the finished compost, within a set timeframe under composting conditions. This is about physical breakdown, not full chemical decomposition.
  • Biodegradation — a minimum percentage of the material’s organic carbon has to convert into carbon dioxide through microbial action within a defined period, measured against a reference material. This is the test that actually confirms microorganisms are consuming the material, not just that it’s crumbling apart.
  • Ecotoxicity — the compost produced from the material is tested to confirm it isn’t toxic to plant growth. Seeds are germinated in the resulting compost and compared against a control. If plant growth is significantly impaired, the material fails, regardless of how well it disintegrated or biodegraded.
  • Heavy metals and regulated substances — the material is tested to confirm heavy metal content like lead, cadmium, and mercury stays below defined limits, so the resulting compost doesn’t introduce contamination to soil.

A product only earns certification by clearing all four thresholds together. This is why a supplier saying “it breaks down fast” isn’t the same as saying “it’s IS 17088 certified.” Fast breakdown alone tells you nothing about ecotoxicity or heavy metal content.

How the Certification Process Actually Works

Getting IS 17088 certification isn’t a form submitted once and forgotten. It follows a defined sequence, and knowing this sequence is what lets you spot a shortcut.

  • 1. Formulation and product development — the manufacturer finalises the exact resin blend, thickness, and additives for the product they intend to certify.
  • 2. Independent lab testing — samples go to a recognised testing lab, commonly CIPET, or another lab accredited under BIS’s Laboratory Recognition Scheme or NABL, where the four parameters above are tested against the IS 17088 thresholds.
  • 3. Certification application to BIS or CPCB pathway — once the test report confirms a pass, the manufacturer applies for certification, which for the Indian market is tied into CPCB’s registration system for compostable plastic manufacturers.
  • 4. Certificate issuance, tied to product and manufacturer — the resulting certificate specifies the manufacturer, the product, and often the specific plant or line. It is not a generic company-wide clearance.
  • 5. Ongoing compliance — any material change, resin source, thickness, additive package, is technically a different product and should be re-tested and re-certified, not covered under the original certificate.

Step five is where most of the real-world gaps show up. A certified product that quietly changes its formulation, often to manage cost, without new testing is no longer accurately represented by the original certificate, even though the paperwork still exists and still gets shown to buyers.

Reading a Certificate: What to Actually Check

When a supplier sends you a certificate, most buyers glance at the logo and the word “certified” and move on. Here’s what the document should actually let you verify.

The certificate should name the specific manufacturer and, ideally, the manufacturing location. It should reference IS 17088 or the CPCB registration number directly, not a vague “environmental compliance” phrase. It should be tied to a product description specific enough to match what you’re actually buying, ideally including thickness or grade. And it should have a date and, where applicable, a validity period, since registrations and certifications aren’t necessarily permanent.

If any of these are missing, vague, or don’t match the product you’re being quoted, that’s not proof the supplier is lying. It’s proof you have more questions to ask before you commit to a purchase order.

Examples: Where the Certification Gap Shows Up

The formulation drift. A manufacturer holds a genuine IS 17088 certificate for their compostable courier bag, tested at launch two years ago. Since then, raw material costs have shifted, and the resin blend has been adjusted twice to manage margins. The certificate is still shown to every new buyer, unchanged, because technically it was never revoked. The product it describes, strictly speaking, no longer exists in that exact form.

The multi-product certificate. A supplier’s certificate covers their standard compostable carry bag range. A buyer sourcing a heavier-duty garment bag from the same supplier assumes the same certificate applies, since it’s “the same company, same material philosophy.” The garment bag, a different thickness and different end-use, was never separately tested.

The lapsed registration. A manufacturer’s CPCB registration was valid at the time of an initial order eighteen months ago. The buyer reorders the same product without re-checking, assuming certification status doesn’t change. In the interim, the registration lapsed during a renewal gap. The buyer only discovers this when asked for current documentation during a retail audit.

Common Misconceptions About IS 17088

“IS 17088 certified” and “biodegradable” mean the same thing. They don’t. Biodegradable is a loose, unregulated word. IS 17088 certification is a specific, testable claim with defined pass thresholds across four parameters. A product can be biodegradable in the loosest sense and still fail IS 17088 testing outright.

Once certified, a product stays certified indefinitely. Certification is tied to a specific formulation at a point in time. Manufacturers change resin sources, adjust additive ratios, and shift suppliers for cost or availability reasons, often without realising this technically invalidates the original test result. The certificate document doesn’t automatically expire when the underlying product changes, which is exactly why buyers need to ask rather than assume.

A CPCB registration number proves the manufacturer is compliant across their entire catalogue. A registration number is typically linked to specific registered products or product categories, not blanket coverage. A manufacturer registered for compostable carry bags isn’t automatically covered for compostable courier bags, mailer film, or garment bags unless those were separately tested and registered.

Certification is a manufacturing formality that doesn’t affect real-world performance. The opposite is closer to true. The disintegration and biodegradation timelines in IS 17088 testing are what determine whether a product actually breaks down the way marketing copy claims. A product’s real-world composting behaviour is a direct reflection of whether it was genuinely tested, not a separate concern from certification.

If a product looks and feels like existing compostable packaging, it’s probably certified too. Compostable resins can look and feel very similar to each other, and to some conventional plastics, regardless of certification status. Visual or tactile similarity tells you nothing reliable about whether a specific batch was tested and certified.

How IS 17088 Fits Into the Bigger EPR Picture

Certification under IS 17088 doesn’t exist in isolation. It’s the technical foundation that determines which Extended Producer Responsibility category your packaging falls into. Genuinely certified compostable plastic is tracked and reported differently from standard plastic packaging under India’s EPR framework, with its own targets and obligations for brand owners.

This matters practically because EPR filings are cross-checked against registered manufacturers and their certified product categories. If a brand reports packaging as compostable for EPR purposes, but the underlying product was never properly certified under IS 17088, that mismatch is discoverable, and the compliance risk sits with the brand owner filing the return, not just the manufacturer who supplied the material. Getting the certification question right at the sourcing stage isn’t just about the product claim on your packaging. It’s what your entire downstream compliance paperwork is built on.

  • Ask for the certificate to name your exact product, not a general range or company statement.

  • Ask when the product was last re-tested, especially for a supplier relationship longer than a year or two.
  • If reordering an existing product, re-confirm certification status rather than assuming it’s unchanged.
